I was getting this error while trying to connect to my new OpenShift account at OSCON:
$ rhc setup
Starting Interactive Setup for OpenShift's command line interface

The error eventually went away. Considering how poor the internet at the convention is, if you get this issue, it is likely a network connectivity issue.
